Idk if it's clear that this is illegal at all - he's not paying people to register to vote, he's making being a registered voter and living in Pennsylvania a necessary condition to sign the petition from which people will be randomly chosen. It's not a lottery in the traditional sense (no fee for entry), it's a sweepstakes, which is not mentioned in the law.

This is not an endorsement of the whole thing, but I think it's more complicated than the lawyer quoted believes it to be.
